Program Director, A Constitution for 2076
Democracy 2076, a fiscally sponsored project of NEO Philanthropy, Inc., seeks a Program Director to run A Constitution for 2076 as we shift from planning to executing our strategy.
Democracy 2076’s mission is to establish the conditions to build an effective, responsive, and representative democracy for future generations. We are field builders and democracy futurists building and aligning on a cross-partisan vision for the future through structural reform, narrative change, and political strategies.
Our Values
Democracy. We believe that democracy, or governance by the will of the people, is the best form of governance for efficacy, responsiveness, and resilience. We believe that the spectrum from democracy to authoritarianism is different from the spectrum from politically left to politically right. Democracy is non-partisan.
Co–creation. We develop both the what and the how of our strategy alongside our partners. We see our role as holding the space to co-create strategy, not setting it in isolation from other stakeholders.
Humility. There are no experts in the future. Democracy 2076 values experience and expertise of all kinds and understands they are critical to shaping the future.
Vision and imagination. We believe our unique value-add to the democracy field is holding the space for long-term thinking so that others in the field doing more short-term and urgent work can plug in and use us as a resource to coordinate their efforts and strategies.
A Constitution for 2076 Program
Over the last year, with such drastic changes to the federal government, the public appetite for substantial structural reform has grown. This opened new doors for A Constitution for 2076—a co-created strategy for amending our constitution to better serve the needs of our democracy. We knew that to have the vibrant democracy we envision, we would need to build partnerships, identify needs for the next 50 years by developing different scenarios and exploring the ways our contexts may shift, and construct shared strategies to secure meaningful and lasting change. To do that, we’ve brought together a cross-ideological and cross-experiential group of experts to answer three foundational questions:
December 2023: What are the amendments we will need to ensure a representative, responsive, and effective democracy in 2076 in a variety of long-term scenarios?
June 2024: What activities do we need to undertake to pass amendments on a 15, 30 and 45 year timeline?
June 2025: Which of our state and national partners are well-positioned to take on the work that is needed to pass amendments and how do we make sure they have what they need to do so? How do we ensure that we are building a coalition that’s big enough to meet the size of our goals?
Through this work, we’ve engaged 132 organizers, community leaders, and experts from 47 states and 107 organizations to co-create answers. We hosted replications of our convenings in several different states and with new partner organizations to widen the aperture of perspectives. We built the foundation needed to put the strategy to reform the US Constitution into action.
We seek an ambitious, visionary, and strategic Program Director to shift this work from vision and alignment to campaign implementation and step into the opportunities this unique moment in American democracy provides. The person in this role will be building this program and, depending on strategic needs and funding, the program team.
Job responsibilities
Grow our national coalition and support national partners in driving a Constitutional Amendment package through Congress as part of the A Constitution for 2076 campaign strategy.
Review, revise, and manage the implementation of our 50-state and federal campaign strategy to pass a package of Constitutional amendments.
Catalyze and organize national organizations working to secure Constitutional Amendments and related legislative victories.
Bring together our national partners to put forward a public launch of 25 amendments for the next 250 years as part of the US's 250th anniversary celebrations .
Support our coalition in monitoring, tracking, and mobilizing around Congressional opportunities including identification of Congressional champions, advocacy, and engagement of the broader campaign network for Congressional introduction and passage of a package. The Program Director will be responsible for identifying opportunities for passage (whether as a package or not) and working with partners to determine the best mechanisms (amendments, legislation, regulation, etc.) to achieve our goals.
Support our state partners in building bi-partisan support for our Constitutional Amendment package and preparing for ratification
Launch and manage a network of state Future Fellows. Engage, coordinate, and combine efforts with other networks as strategic opportunities arise.
Support state partners in identifying and securing funding for these state futurists through our partner funders.
Identify specific capacity building needs of Future Fellows (strategic foresight and cross-ideological coalition building skills are two they’ve already identified) and work with partners who are experts in these areas to develop the curriculum. Coordinate with funder partners and their learning efforts for funders.
Provide 1:1 coaching and mentorship on how to incorporate strategic foresight and long-term thinking into organizational planning, identify aligned goals, and support them through barriers.
Ensure coordination and alignment between state and national partners to grow capacity and build bi-partisan support for our Constitutional Amendment package
Build ongoing collaboration between partners across the network. Historically this has included an annual convening of partners. But, the Program Director will have the latitude to assess and adjust that strategy.
If a convening takes place, the Program Director will be responsible for its planning and project management, including but not limited to program design, participant coordination and outreach, and methods of evaluation. The Program Director will also manage and coordinate any consultants required for the event including, for example, a facilitation team and event planner.
Plan and execute an effort to influence the discourse of the 2028 presidential campaign cycle. Ensure primaries and the general election feature in-depth debates about the future of American democracy—laying the groundwork for passage of a package of amendments and/or legislation.
Develop and share program findings with the broader democracy field. In the past this has been done by publishing a summary report following our annual convenings. However, the Program Director will be responsible for assessing the strategic efficacy of this approach and undertaking new methods as deemed necessary.
Identify and seize opportunities to build the profile of democracy futurism in the United States, including speaking at events, engaging media, and participating in the democracy field discourse.
Build and execute a strategy for leveraging Democracy 2076’s strategic foresight workshops to build support for this package. This could be through a train-the-trainer model or through partnerships with other types of organizations (e.g. those working on civic education or bridge-building) to incorporate our processes into their curricula and toolkits.
Qualifications
Develop a national coalition and support national partners in driving a Constitutional Amendment package through Congress as part of the A Constitution for 2076 campaign strategy.
Experience managing large-scale national campaigns. The Program Director will need to be able to assess our existing campaign strategy, monitor changes in the field, and revise the strategy on a continuous basis.
Experience working with national advocacy organizations across the political spectrum. The person in this role will need experience working closely with national organizations and an understanding of the landscape to be able to identify and organize existing efforts.
Experience supporting a bi-partisan coalition to coordinate and align on a legislative package. The person in this role will need to be able to advise coalition members and identify opportunities for them to work together on powermapping, assessing Congressional offices, building influencing strategies, relationship-building with Congressional offices, and development of core messages and materials. Additionally, experience determining when a coalition should advocate for a package together vs. coordinate and advocate for separate pieces of legislation.
Support our state partners in building bi-partisan support for our Constitutional Amendment package and preparing for ratification
Experience managing and supporting geographically dispersed networks.
Experience working with state-based and grassroots organizations and their unique strengths and the challenges they face.
Experience supporting capacity building and learning for the network including planning workshops with external partners and supporting partners in learning from one another.
Experience at the senior level of organizations that enables you to support other senior leaders with challenges such as fundraising, strategic planning, staff and coalition buy-in.
Ensure coordination and alignment between state and national partners to grow capacity and build bi-partisan support for our Constitutional Amendment package
Expertise in supporting collaboration between different types of organizations—in this case ensuring productive collaboration between national and state-based organizations.
Experience working on or working to influence a presidential campaign.
Public speaking experience including serving on panels, working with the media, and leading workshops and webinars.
Excellent written and verbal communications skills, including experience successfully writing for a professional audience through research publications, the media, blogs, and/or mass email copy.
Cross-cutting
Entrepreneurial. In order to support national partners to catalyze areas of work where there is limited existing advocacy and state partners in launching future-focused campaigns, the Program Director needs to bring an entrepreneurial mindset and the know-how to put it into action.
Experience working across political divides and building cross-partisan coalitions.
Flexible and comfortable working in an early stage startup and building a team from scratch.
Experience managing staff or consultants/contractors to excellent outcomes.
Interest and desire to learn about Constitutional law and Constitutional changes both in the US and abroad.
Interest and desire to learn about strategic foresight. A background or experience in strategic foresight is not required, but the ideal candidate should be excited to learn more about futures thinking and how to bring it into this work
Ability to travel approximately once per month (possibly more depending on interest in this work)
10+ years of professional experience working with advocacy organizations, including in senior leadership positions.
Salary & Benefits
$140,000-$180,000 commensurate with experience.
Through NEO Philanthropy, this position is offered a full benefits package, including 100% medical coverage for the employee and 90% medical coverage for dependents; 100% coverage for vision, dental, life/AD&D, long-term disability. We are a 100% remote organization and gather twice per year for staff retreats.
Vaccination Requirement
All Democracy 2076 staff at NEO are required to be vaccinated against COVID-19. Requests for medical and/or religious exemptions from the vaccination requirement will be considered on an individual basis, to the extent required by law.
